Shannon Fazande

A CEO and Principal Strategist of Fazande Consulting, LLC (FC), has over 19 years of experience as a Human Capital Management professional. The FC consulting team has worked with local government, private and non-profit corporations, and education institutions, and has participated in a range of client engagements from strategic planning, organizational design, employee engagement, and talent acquisition, to policy development, and Human Resources strategy and management for clients throughout the U.S. Shannon led the FC consulting team in continuing the state-mandated regionalization of the Southeast Louisiana Flood Protection Authority-East, a $55m operation responsible for the maintenance and oversight of one of the world’s largest flood defense systems spanning three parishes (counties). FC was instrumental in developing and executing strategies addressing organizational design, talent acquisition, training and facilitation, employee engagement, change management, and policy design in a civil service environment.


FC successfully established a single Human Resources team supporting three levee districts and two levee police departments, developed unified policies, and designed and implemented processes that led to a significant improvement in organizational effectiveness. Shannon served as the interim director of Human Resources as the FC team managed a comprehensive transformation of the HR function and a reorganization effort of the Agency’s largest department, the Maintenance Division. FC’s other engagements include partnering on the development of the 2021-25 Strategic Plan for New Orleans Public Schools (NOLA-PS), a community of 76 public charter schools with assets totaling $3b. Shannon has also worked with local organizations, including Covenant House New Orleans, where she designed and facilitated an organization-wide team-building retreat, and BeNOLA, where she designed a performance evaluation system and process.


Prior to private consulting, Shannon’s background spanned global multi-billion-dollar companies across industries including financial services, technology, advertising and marketing, retail, and education. She served as the Information Technology Recruiting Leader for GE Capital, specifically focusing on developing and executing a full-recruitment strategy for the New Orleans Technology Center. As the Recruiting Leader, she developed and managed the strategy that contributed to the Center’s successful hiring of 80+ IT professionals in fewer than eight months of operation. The Center’s success led to overwhelming public and private support, including partnerships with the “Hiring Our Heroes” Veterans Network and various local and national diversity groups.


Prior to joining GE Capital, Shannon served in various HR capacities, with increasing responsibility, in organizations such as International High School of New Orleans, Peter Mayer Advertising, VistaPrint, Sean John, Next Jump, Inc., and Bloomberg, LLP. Shannon’s career has spanned New York City, Europe, the Caribbean, and her hometown of New Orleans, LA. Shannon served on The Advocates for Science & Mathematics Education, Inc., the governing board of the New Orleans Charter Science & Mathematics High School from 2017 to 2019. She was the Chair of the Head of School Committee. Shannon has a Master of Jurisprudence in Labor and Employment Law from Tulane University Law School, as well as a dual Bachelor of Science degree in Finance and Management & Organizational Behavior from New York University’s Stern School of Business. Shannon is also an active member of the Society of Human Resource Management’s (SHRM) national organization, and local chapter where she served as Chair of the Workforce Development and Community Relations Committee in 2020.
